A worker who is needed to maintain the services and functions that are absolutely necessary, even during a pandemic. Such services and functions may include, but are not limited to: health care; provision of food and other essential goods; local and national governance; fire and police protection; national security; sanitation; transportation; maintenance of utilities; maintenance of communication infrastructure; and financial services.
